Chief Operating Officer (COO)

Linda Davis-Demas has dedicated nearly 20 years to serving the Dallas-Fort Worth area and the national community, with a rich background in grants management, regulatory compliance, training, quality control, technical assistance, and financial coaching and counseling. Currently, she is the Chief Operating Officer (COO) at BALANCE overseeing our counseling and coaching programs. BALANCE is a national HUD Housing Counseling Intermediary based in California that has served communities for over 54 years. In her role, she leads the Department of Business Revenue, overseeing three counseling networks (HUD, CAL HFA, and Emerging Agency Networks)—comprising over 45 agencies across the United States and financial coaching programs. Linda ensures strict compliance with grantors and the U.S. Department of Housing and Urban Development (HUD).
A recognized bilingual financial consumer advocate, Linda has made numerous appearances on major media outlets such as Telemundo, Univision, and KERA, advocating for financial literacy and consumer rights. She plays a vital role as Co-chair of the HUD Intermediary Office of Housing Counseling Committee and is a founding member of the Texas Housing Stability Collaborative. Her influence extends to various boards, including the Texas Financial Education Endowment, and she has served in leadership capacities such as Co-Chair of the Dallas-Fort Worth Homeownership Preservation Enterprise and the Texas Foreclosure Prevention Task Force.
Linda holds a bachelor’s degree in psychology and Neuroscience from Florida State University and is a HUD Certified Housing Counselor, with additional certifications from NeighborWorks America. Her expertise as a national trainer includes deep knowledge of mortgage lending issues, specifically the Fair Housing Act, TILA, RESPA, and CRA. Linda also completed the AFCPE Financial Counselor training in 2016.
Prior to joining BALANCE, Linda served as Director of Client Experience, Training, and Federal Grants at the Homeownership Preservation Foundation (HPF). There, she managed all Housing Grants and oversaw a vast network of over 400 counselors and seven counseling agencies. In recognition of her contributions to the Dallas-Fort Worth community, she was honored with the Torch Award from the National Urban League in 2014. Over the last fifteen years, Linda has been a staunch advocate for underserved communities, with a particular focus on the Hispanic community. Her commitment to fair housing, fair lending, and consumer protection continues to drive her to work in the housing counseling sector.
